Review by independent auditors needs to be done of programs.

The program should function without subsidization by the government.

The program should be able to balance its budget.

The program design or system teaches higher standards of functioning and should help with more efficient use of resource.

The system, design and/or program should be integrated to make a complete product, project with coordination within the system and to meet the demand of on time scheduling.

The program's processes should be fluid, smooth, provide an ease of functioning, seem deceptively simple and accomplish objects with seemingly little effort, and even seem to be fun or a game.

Program flaws, bugs, or system problems are common even in the most simple systems. The truth may be that sickness is more common than health, or in the broader analogy compromised systems, designs, programs are most common than uncompromised systems, designs, programs, especially involving rare resources.
